No startbar/Crazy OS

When I start up, windows gives me the login type such as at a school or some public place, not the GUI click type login.

So I figure.. okay wierd.... I'll login and go change it, well I log in but my start barb is 1/2 missing, like a pale type color, and I can't do anything keyboard command wise, no CTRL ALT DELETE to see whats up, and when I can get into windows explorer, (I have to do this via right clicking network conncetions) it's all wierd and half misisng. If I press windows key, start menu will come up w/o text/icons... And it's WAY outa place, it's about i'd say 500 pixels higher than it should be.

I would... but for some reason my drive won't show up via boot menu, and won't boot from any CD, I ran into this problem trying to do a mem test the other day....
