NO Post on video card - PSU problem?

I have a new video card. The old one wouldn't let the computer start up (no post again). Bought a new motherboard and have the same problem. I have tried using only the bare essentials when testing the system and still no post. I had this happen years ago with another video card and thought my PSU was busted. So I bought a new one and the other video card still didn't work. But a different video card worked fine. Is the logical conclusion that the PSU is busted again?

Follow-up question: Is there anything other than PSU, RAM and motherboard that can cause the system not to post when running a video card?
