Does anyone know what would cause games not to recognize video drivers although Windows shows that the drivers exist?

Running a Geforce 3 Ti200 with 66.93 drivers installed. Windows shows the drivers, but games don't see any and default to software rendering.

The card is "new", freshly back from an RMA (since I thought this problem was hardware). This card was working in another computer until moved to a new rig.
 
id try removing old drivers or even doing a reformat at worst case and installing new drivers.
