OK, after having to do recovery for windows, service pack 2 was missing. I could not find a dl link that wasnt for auto update. I usually use firefox and it said I had to be using IE. I have IE 7 and it wouldnt start after the recovery. I tried to dl an older IE version but couldnt sine I have a newer one. I uninstalled IE 7 and now after I log in, I get a mouse curser, wallpaer, and nothing else. No task bar, no icons. There is an IE dll error message. Any ideas?
 
Quick idea...go to task manager then do New Task and type in explorer. See if that works. Not sure about your dll error.
 
Link says its for pc's on a network. Mine arent, will that be an issue?

It shouldn't. It's called a network install for those computers that need to be updtaed but don't have internet access. Make network administrators lives easier just having a file locally to install service packs with. But it'll work fine on a standalone computer.
