No buttons in excel 2013 inquire tab do anything

i installed .net framework 4.0 and then i went to options -> add-ins and added the inquire tab to excel 2013. when i click on the tab and click compare files the button clicks but nothing happens. i have uninstalled and reinstalled office 2013, restarted my computer etc ... but the buttons just don't do anything. any ideas?
