Is this missing from the 10.12a hotfix? I see no option to enable 1:1 scaling in CCC. The internet informs me that it used to be on the desktop properties page with the monitors, but all I don't have it for any of my monitors.
 
No, it's in 'Desktops and Displays' in the 'Attributes' tab.

My control panel looks nothing like that. I click properties on display and it brings me to a page with just two tabs: mode and color.
 
I got it, thanks.

I had to right click a monitor in the bottom box rather than the big main box and then hit configure. Pretty obtuse interface design. Still, I click "enable GPU scaling" and all the options underneath are grayed out anyways. WTF?
 
Supposedly MS changed something in Windows 7 that broke the feature for AMD. I would think its fixable by the driver but who knows.
 
Worked fine in Nvidia so that's not an excuse. Ugh, learning to hate AMD drivers and "interface" pretty damn fast. Really don't want to play JK2 and JK Academy stretched out on a 30".

e: I'm also pretty sure this is not an issue on my mobility 5870 laptop with W7. So even that excuse is gone.

e2: I can get the black bars to show on the sides if I run the game at 16x12 and not 2048x1536. Weird since they're both 4:3 res.

The scaling thing is a bit weird -

Change your desktop resolution to something lower then native.

The scaling options should now be selectable, choose which one you want.

Change desktop resolution back to native, and the option should still be kept, even though its gray again.

Why this is, I have no idea.

As a side, I've heard it mentioned that Nvidia has completely removed scaling in the newest drivers, does anyone know if that is the case?

Thanks man, that did it. Now I can play 2048x1536 properly scaled.

I'm with you on the interface. They changed it sometime after catalyst 9.x to "improve functionality" and "streamline" the software. Maybe it's more streamlined from a programmer's perspective, and it "looks" cleaner, however from an end-user standpoint it's a goddamn mess.

I was introduced to it when I upgraded to a 5770 last year, and even though I've exclusively used catalyst drivers since their inception, it still took a few days to find the scaling option on my own.
