Nic card problems

Nic card can ping localhost and loopback(i was told loopback tells if the card is working). Cannot ping the router above it. Have tried switching cables to eliminate cable problems. No irq conflicts. Device manager says it is working. Network icon in taskbar never shows and packets leaving or recieving, which clicking the icon confirms. Windows loaded the driver itself(i dont even know what kind of card id has :( , it is pci) and it is a signed driver. Survey says....
 
What router do you have?
Do you have a DHCP server?
What brand nic/model #?
Have you tried that NIC in a different computer?
have you tried a different NIC in that computer?

just trying to get a idea of your setup

Yes. It is on the Cisco. It cannot be pinged from the nic.
Realtek xxxxxx
Yes, Works.
Yes, same problem...and yes I have tried a different pci slot.
