NFS Undercover slowdowns

Hello, I recently tried installing NFS Undercover on my PC and the patches. I haven't tried measuring fps yet but the game slowsdown then kinda goes back to normal at all random places while playing. I've been digging through tons of threads looking for fixes but haven't found a fix yet. BTW NFS HP works great at max settings @ 1600x1200

System specs:
AMD PII X4 940BE @ 3.4GHz
Nvidia GTX260 (192 SP)
8GB DDR2 (cas 5-5-5)
2x 64GB G.Skill SSD (Raid 0 OS drive)
640GB WD Black (Game drive)
2TB Samsung Green (backup/files, pagefile)
Win 7 Pro 64-Bit
Xbox 360 Wired controller
850TX Corsair PSU

Game plays slow with 1600x1200 or 1280x1024. Vsync ON (reading I should have it off?!)
AA=Off
Trilinear filtering or AS doesn't matter
All settings high.
No affinity set on cpu cores (should I limit to 1 or 2 cores?)

EDIT: should I just of bought this on the PS3 instead? (not trolling, just asking if it works smoother?)

I have never had an issue with any of the NFS games having graphics slowdown even with max settings (they really aren't that demanding). I usually find that after installing one of the NFS games though my disk needs a good defragging. I would run CCleaner and whatever your favorite defrag program is and see how it preforms after that. You also may want to ensure you have the most recent version of the nvidia drivers (280.xx). Also consider doing a fresh install (make sure to check the fresh install checkbox in the setup, this removes all traces of the old drivers and then reisntalls everything).

Personally I ran NFS:UC on a C2D T7400, 4GB of RAM, 320GB WD Caviar Black, Vista Ult x64, and a 7950GTX at 1920x1200 max graphics at an average of 50FPS (Vsync on) without issue. Your rig shouldn't be having any issues.

I already have tried CCleaner and MS Defrag last night which didn't help. Driver wise I'm on the newest non-betas 280.26. I always just let it auto-update drivers.

Also had patch 1.01.17 installed for NFS:UC.

Got a chance to try a few more things. I got the game a bit more playable but not exactly smooth.

*Set Affinity to cores 2 and 3
*Force off Vsync in Nvidia Control panel but not in game
*Set refresh rate in game to 85hz so it matches my monitor (21" CRT)

Earlier on the steam forums I was reading about a controller/wheel input delay fix I gotta check back into. If anyone else has some ideas they are greatly welcome. Thanks!
