New Win Error

So i re-did my Windows little over a week ago.
Everything was fine until all of a sudden is get this (0xc0000142) error when i try and run some of my program setups.
I have run antivirus (panda), spybot and malware and found nothing.

Here's a link to a screenshot.

I have lowered the UAC and still nothing.

Any help would be much appreciated as im not looking to format again after just having my pc with everything installed up and "running"
 
Open a Command Prompt with admin privledges and type this in:

sfc /scannow

I would rather then live with this %@#, or until it becomes a real pain in the a$$.
I just a few days ago got everything just like i want them.
Hopefully someone has had the same error and found a way to fix it.
Sitting through all the updates and reinstall just....
 
Settings > Update & Security > Recovery and repair your Windows install doesn't work?

If you are in the recovery console and still cannot run files, I would reformat. If that doesn't work I would start to investigate drive issues.
