New video card no boot

i just got a his iceq X1650PRO http://www.newegg.com/Product/Product.asp?Item=N82E16814161032

i had an ati 9600xt in before and unistalled drivers and took it out and put the new one in. when i turn it on it will not boot no post no beeping. everything seems to be working the fans spin lights are on. i put the old one in again and it works i don't know what problem is i am thinking its defective.

my system is
amd athlon 3000+
dfi lanparty ut nf3 250gb
antec neopower 480watt ps
1 gig of mem

Remove cmos battery for a minute.

Try again, reset bios settings.

i couldn't get the battery out and theres no documention on how to do it the clasps are weird. i cleared the cmos and tried again but that didn't work. why would removing the battery do anything?

Resets the BIOS. The jumpers clear the CMOS.

is there a way to reset it without taking the battery out seems like a bitch to get out

do you have another computer you can try it in?
IME, you don't have to clear the cmos to get a video card to start basic function (eg. display boot/bios screens)

if i load fail safe defaults would that work otherwise i guess i have to keep trying to get the battery out
