New to microATX.. could someone help build a basic sys

I want to build a microatx case but spend as little money as possible... any ideas...? thanks
 
For the size: Take four optical drives. Stack them in two collumns of two. This is your minimum case size if you want an optical drive, an HDD and your MATX board. Take whatever you have handy to build this case. Plywood, a chopped-up big tower, tupperware, who cares?

Mount your components, of course leaving holes in the appropriate container walls.

Install 1 80mm fan for ventilation.

There are tiny PSUs (appropriately, µATX form factor :p) meant for µATX cases out there; shop around.

Take a look at the Antec Minuet, it's a nice example.
