New System repeated reboot itself

Hi I am new in this forum. I just built my new desktop. But when I tried to start the machine for the first time, it kept rebooting itself. The fan in the chassis start to rotate, same as the PCI-E video card. The CPU fan try to start but only move a little bit then stopped. So it didn't not really start rotating. Then after 4 seconds, everything start over again.
I tried another 500W power but the problem remains. I disconnect the fan in the rear of the case, and take off the PCI-E video card. The problem remains. I can hear the sound of the CPU when it tried to start, but still it reboots itself again and again.
BTW, I used C2D 1.86g, Gigabyte 965P-DS3 rev 3.3 which support 1333 FSB, EVGA 7600GT video card and PNY DDRII 667 2G Memory.
Any clue will be greatly appreciated!
 
Try removing one stick of ram,if it still don't start up switch out with the other stick of ram,it sounds like you may have a dead stick of ram................Let us know what it was......................:)
 
Is your CPU fan spinning? I just got a DS3 rev 3.3 and mine sure as hell isn't. I have to connect it to either PWR_FAN or NB_FAN to get it to work as connecting it to CPU_FAN or SYS_FAN results in the fan not spinning. Same with both the standard Intel and the Scythe Infinity fan even with smart fan control off.

You've probably checked this already but if it's not spinning that might explain why your system keps resetting.
 
Which heatsink are you using?

The fans don't spin up right away on my ds3, it takes 3-4 seconds to get going and i believe this is normal

OP try pushing and holding the reset button for 5 seconds
 
This seems to be a common happening with this motherboard. I had the same thing happen with not one...not two...but three such systems using both the 965P as well as the 965G. I was able to cure it by first updating the BIOS, and by going into the setup menu and disabling fan monitoring. It's rather unfortunate really, because I wonder how many boards have been returned as defective, when all that was needed was a bios update. Incidently all three systems are now running 'rock' stable.
