New system - ram latency issues?

Hey all, I just built my new system, and im running an E8500 on an EVGA 790i ultra board.
I got 4 gb of OCZ3P16004GK (OCZ Platinum PC12800 1600mhz DDR3), which is rated for 7-7-7-24 timings.

What i've done is overclock the FSB on my cpu, as well as my ram, to both equal 1666 mhz.
The system can do it no problem, but the issue im having is i can't get the timings on my ram to change from what the motherboard refers to as "optimal" or auto settings. And these are 9-9-9-25.

if i try to relax the timings even a bit, like to 8-8-8-24, i get the evil post beeps when i restart, which normally means there is a memory problem if im not mistaken.

Now what i THINK the problem is is maybe im not running high enough voltage off the ram? I was having some stability issues on "auto" ram voltage setting, so i have it at 1.6 volts, but i noticed on every site i've been on that sells this ram that the dram power supply is 1.9 volts. Does that mean i have to run at that voltage to achieve the correct timings? I just want to make sure its safe and not toast my ram or anything.

Sorry if i sound noobish, cause fiddling with ram timings is a fairly new thing to me ^^

Yes, set the memory to 1.9v in BIOS. That should help.
