New system - no display, no lights

Built a new system for running an instrument, but cannot get it to work. Here is the specs:

Intel E7500 Dual Core LGA775
MSI G31TM-P21 Motherboard
Seasonic SS-300ES PSU (300W)
PQI DDR2 667 RAM (512MB x 2)

SIIG JK-US0312S1 Keyboard
Logitech B100 USB mouse
CoolerMaster Elite 360 case
Samsung Spinpoint F3 500GB HD (SATA)
Lite-on DVD burner (SATA)
Acer S201HLbd 19" monitor

When I turn the power ON, fans spin, but no power LED or HD LED blinks. Nothing displayed on monitor either. No beeps. Just the fans (one case fan and CPU fan) spin. DVD drive works (there is power on it).

Tried connecting the monitor through a video card (Radeon X800XT), via both DVI and D-sub, but no luck. Also tried removing one RAM chip, still not working. Same thing with unplugging DVD drive, HD, sound, etc.

Could this is be a bad board?

Sounds like a fubar mobo

possibly bad PSU or your memory wasnt seated all the way down.

That's what I thought - no beeps or lights that's probably the possibility. This isn't a MB with very good reviews. Got an RMA processed already.

BTW, memory was seated well.
