New system GPU runs @ x8 only -- Help

All of my GPUs run at 8x if installed in the first slot of my Asus Sabertooth 990FX. It's rated at PCIE 2.0x16. The other slots run at 4x. I figured it was an Asus problem as 3 different video cards can't be bad at the same time. Here is my motherboard.

3 x PCIe 2.0 x16 (dual x16 or x16, x8, x8) *1
1 x PCIe 2.0 x16 (x4 mode, black)
1 x PCIe 2.0 x1
1 x PCI
 
Flash the latest bios on the motherboard if you haven't already.

Are you using an M.2 or Sata express Hard drive?
 
Guyz,

Built a new system with Asus Z97 mobo and am having only GPU in 1st slot and rest every slot is empty.... Done every possible BIOS Settings with latest/old AMD Drivers but my card Runs @ PCIE 3.0 x8 in full load.

Is it a bad mobo OR GPU issue ?

PS: Using Sapphire 7870

next to where stats the bus, there is a question mark. Click it. Then start the render test. The Bus link speed should update to the fastest speed available. If it does not check to make sure you video card is installed in the correct primary gpu slot and make sure the bios knows that slot is for video. Make sure no other PCI-E lanes are being used by things like m2 slots etc.

Do you have another graphic card laying around? if so put that in to see what it runs at.

In some cases I have seen a bad cpu cause problems, check and make sure your cpu is mounted properly and all pins are making good contact. Contact your motherboard RMA department and tell them your problem. They might have a work around or a fix, or explain to you that hey our stuff is broken let us replace that for you.
 
Leme answer all the above questions:

All other slots are empty.
Not using Sata Express/M.2
Using PCIE 1st slot.
Already on latest Mobo Bios.

Tried GPU-Z Render test with running @ x8 3.0 results.
Also having another GPU lying around AMD 4870, but then its 6 year ol' tht only supports Pcie 2.0, hence cant check with tht.

PS: All other slots except 1st one have pins only half-way through... So I cant run any GPU at x16 on them, Right ?

My other card 4870 is running @ x16 2.0

Does it prove anything? Tht my GPU is bad OR motherboard ?
 
First try something, Remount the CPU... (it have solved the issue with PCI 3.0 at x8 of some users here before).. second.. force in BIOS the card (7870) to run at PCI-E Gen 2... if it run at 2.0 at x16 then its the card..

Tried buddy, running @ 8x v 2.0 only... What does this conclude?

PS: Will try CPU Re-setting later.
 
Maybe you could try to dl MSI Afterburner and disable ULPS and see if you still notice the issue in gpuz.
 
Yes Gen3 & Auto mode same issue.
What are the tests I can do to confirm Mobo port problem ? Are there even softwares for it, I doubt that.
 
Just to throw this out there: the 7870 probably wouldn't benefit much from running at x16 anyway.
 
Nothing more, the bad card.. that's all.. there's a bug with some cards of some specific vendors with certain UEFI GOP that produce a issue with the card in PCI-E 3.0 to run at x8.. but if its forced to work at 2.0 it will run at 2.0 x16.. I had the issue with one my 660TI.. finally solved by just replacing the card, anyway you will not see any benefit from 3.0 x8 or x16 with that card.

Well even when I forced to run at Pcie 2.0 it had ran on x8 speed !
 
Have you tried cleaning the pcie contacts on the card with isopropyl alcohol?
