new system crashing

i built a pc for a friend and hes having issues. as soon as we built it running everything at what we believe is stock it failed orthos in under 1 minute, it seemed the ram was bad according to memtest so we rma'ed it and just got the new sticks. even with the new sticks its failing orthos the first time it failed after 8 minutes (cpu voltage 1.29), i bumped up the voltage to 1.3125 and it lasted 17 minutes in orthos before failing again

any ideas

should i try takin the voltage the other way (down)
