New PSU still shitty voltages

so i questioned my rosewill psu being at 12.3 on my venice sysytem, went out and dropped a bill on a new ocz modstream 520.
guess what im gettin 12.29 on the 12v rail and under load it goes up to 12.41?
im assuming this is healthy since its better to have a higher laod then fall short?
should i just rma this and go back to my rosewill?
any help appreciated.

and before anybody flames rosewill psus, they all have 30+ on the 12v rail and nothing but positive reviews on newegg.
 
You're using software to read your 12v+ rail, aren't you?

Get a multimeter to test your 12v+ rail, and see what you're getting.
 
and it's actually better to be CLOSER rather than higher/lower

so 11.98 would be better than 12.2
and use a multimeter, my old abit board used to read 12.3 with software and in the bios (both the same as software reads the sensors that feed the bios) but was 11.95

and to be in spec, it needs to be +- 5%

so your 12v line can read 11.4 to 12.6 and still be "in spec"
 
i can buy a multimeter at a local true value, but how would i go about using it?
its really cheap and only cost 25 bucks so i can probably pick one up tomorrow
 
Hmm... So you bought a new power supply because software told you your voltages were off?

Man.. where were you when I was working retail?
