New PC not turning on HELP

Alright. My 2nd PC isn't turning on.
The Fans turn on, the CD roms are active.
What could be wrong?
Edit: The Monitor stays black

Specs:
2.6GHz Intel Cele
Soyo SY-P4VGA
256MB SDRam
60GB Seagate.
 
I tried the GeForce FX5200, and then tried onboard. I don't think it's the video card

Edit, I just took the CMOS thing off, and put it on the other spot. Now it won't even turn on at all
Edit2, I put it back where it was, and it turns on, however still a black screen
Edit3, The HDD does power up
 
Hmm. This has happened to me in the past. Check the capacitors on your motherboard. They may be shot.

If they are bulging and you see puss-like stuff coming out of the tops or bottoms, you'll know you need to replace the caps, or replace the mobo.
 
Try this, shut everything down. Open up your case and look on your motherboard for the CMOS reset jumper. Reset your CMOS and power your system back up. Tell me if it works or not. :D
 
Reseat your cpu. Make sure its in ALL the way before clamping the latch down.
 
Sadly, I found out what happened.
I put the CPU in wrong, and it broke 2 pins.
I guess I'm SOL
