Ok so building a new computer, 955be with a GTX 460. Looking for a 23-24" widescreen and since I am going from an old 19" fullscreen it is obvious it has been a while. I have been hearing a lot of talk about IPS panels and E-IPS which if i understand correctly is the economy IPS but how do I tell if it is IPS or not? Looking to spend around $200-250 so I am not even sure if I am the price ranges for them. Any advice?

Your only option for a ips in that price range really is if the Dell u2311h goes on sale. Luckily it is great all around monitor, so don't let the low price fool you. Quality is a hit and miss though, you can read the owners thread for that, but this isn't limited to the Dell (see NEC ea231, HP zr24, Dell u2410 owner threads).
