Currently I have a chaintech nf2 mobo w/ a 2200+ @ stock.

My other parts include:

6800nu w/ pipes and shaders unlocked
gig of corsair value ram pc3200

I'm looking to go A64 but am on a small budget. I found this motherboard here

for 56 bucks from the egg.

Was thinking of pairing it up with a 64athlon 2800+. Would I get a decent overclock with this? Maybe 200mhz?

Would it be worth the extra money to step up to the 64athlon 3000+? Also about the 3000+, there is a 1.8ghz and a 2.0ghz chip. Very small difference in price but the 1.8 had a bigger cache I beleive.

I'm trying to keep this under $200.

I'd say you'll be better served upping your budget a bit. I don't think Biostar is very good for overclocking and while a lot of people like EPoX, I've always been burned by them. I'd suggest allowing $100 or so for the mobo and getting one that is good at overclocking and also fast at stock speeds. I've heard good things about this DFI LANparty mobo for around $105 and also this MSI board for $82 (both prices from Newegg).
