As near as I can recall, it's always been there. If you can't come up with three characters, you probably shouldn't bother posting. ;)

I know that there used to be a message that would appear, but I have never seen a window pop up before, hmm.
 
I'm guessing it was probably part of the last vBulletin upgrade a few months ago. If it was an in-line message before and is now a popup, I'm pretty sure that's not the kind of thing Kyle would have bothered having custom tweaked for here. I know a lot of the new "features" in vBull were designed to reduce queries and make things easier on the database.
