NEW USER Jitter, pops, clicks, etc

Hi all just got my magic jack yesterday.

The setup was simple I used a fresh PC with winxp sp3.
10meg/1meg charter
DEDICATED MJ PC
Dell PIII 733mhz 512ram 10gb hd
set processor to background processes, disabled firewall
tweaked rwin, set full DMZ to this pc, added realvnc for headless operation,

1st problem was the local number is an hour away.

2nd CALL QUALITY (!PURE CRAP!)mainly on inbound; heavy jitter, with pops, clicks, and skips.

nothing else is being used on the net or even plugged in
