New ISP, Steam download woes?

Recently moved into an apartment complex that provides broadband and I'm having difficulty with steam. My download rate seems capped at ~120 kb/s and I can't really seem to get my head around why it won't go any higher. I've checked other programs just to be sure that the bandwidth isn't simply clogged, but impulse is still downloading at over 1 mb/s. I haven't really changed any settings on steam (other than region after moving) and at my previous apartment I was getting around 2 mb/s. Could it simply be an ISP issue?

Oh, I've also deleted the systemconfig.blob file to force steam to reconnect to servers and what not. No aid to the problem.

Oops. I thought I had posted this in networking. Oh well, I guess it is still relevant.

Yeah, I updated my region already.
