Haven't updated in about 5 yrs. Currently using Epox 9NPA+ Ultra, AMD 64 3800+, Geforce 7900 GS, 2GB Crucial Ballistix DDR500 PC4000, OCZ Powerstream 520, Lian-Li PC-7B Plus, Lte-on Burner

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Video Encoding, Decoding, Transcoding, Streaming, Multitasking, Web Browsing, VMs, Video Serving, 24x7 usage
2) What's your budget? Are tax and shipping included?
Open - I don't like to update often, so Stability and Longevity is key.
3) Which country do you live in? If the U.S, please tell us the state and city if possible.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Case - Lian-Li PC-7B Plus, DVD-RW, HDD - SATAs
6) Will you be overclocking?
I can if needed, but 24x7 stability and BANG for the BUCK is key.

Need a monitor as well. Thinking Dell P1911, P2212, or similar. Had Dell 2005FPW that just recently died.
8) When do you plan on building/buying the PC?
ASAP
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
No gaming, so Onboard Video as main. maybe eSATA, not a deal breaker. Not that concerned with anything else. Did I mention Stability and Longevity.
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?
Windows 7 Ultimate 32-bit, will be installing 64-bit on this build.

Are you actually doing a ton of video encoding/decoding/transcoding/streaming or just occasionally?
 
Not a ton of encoding/decoding. Hobby, not film school. :) Transcoding and streaming is used daily.
 
In that case no need for an i7. The big question is how much of an overclocker you are:

Limited overclock capable setup (3.6Ghz or so):
$307 - Intel Core i5-3470 CPU + MSI Z77A-G43 Intel Z77 ATX Motherboard combo

Fully overclock capable setup (4Ghz+):
$355 - Intel Core i5 3570K + Asus P8Z77-V LK Intel Z77 ATX Motherbaord combo

The rest of the planned parts are solid.
