New GPU

My friend is looking to upgrade, he is currently using Radeon HD 3650 1GB, basically he wants the best bang for his buck up to $100 possibly $150.

He games at 1280x1024,
Intel E2200 2.2GHz Dual core (can probably OC)
DDR2 667 4GB RAM
4GB DDR2 667
450watt PSU
Windows 7
 
used GTX 260 like ganesh said or a GTS 250(9800GTX+) or a HD4850.. anything more then those are pointless and a waste of money..
 
He thinks a Thermaltake but hes not 100% sure.

That could be good or bad. Some of their psu's are actually really good quality. The most common is in the 430w TR2, its going to have a hard time running even a 4760.

Short answer: Yes.
It really depends on the game, but for the most part.. yes.
 
5750 1GB? That's about equal to a GTS 250 in performance and is in that price bracket. It is a bit ovepriced by vendors right now though. If you can find it for MSRP ($129), it's a good video card that will also give DX11 support, etc.
 
Minesweeper & Solitaire OK though. :D

Those are some of the worst CPU bottlenecked games next to Source engine games. Saw a massive increase in performance when I switched from my Athlon X2 to my E8400.
