I am currently using this cheap-o cooler on my E6400.

Cheap-O Cooler

If I purchase a fan with a fan controller cable on it like the fan on the heatsink I have has, will I get just as much cooling?

According to the specs of each fan, you'll lose about 1CFM with the fan from xoxide. In real world testing, you won't notice the difference.
