New Fan - Smart fan?

So my Acer Aspire M3201 didnt have a system fan, I finally got around to putting one in that i pulled from another computer. My question is this, in the bios, i can select it to run "smart fan" (set as default) At this setting, upon boot it runs at around 290 rpm, without, 1190 rpm, I get that "smart fan" means it will increase rpm when it needs to but, should i trust it? (This option is also enabled for my cpu, and when i am doing video rendering my CPU fan has increased in speed due to hot cpu)
 
sure it will increase the Volts to that System Fan just like the CPU Fan.....

A note *** if your use'n a GIGABYTE Mother board only the Sysytem 1 fan header works like the CPU one. the rest run at top speed)
 
Since adding the system fan, and cleaning as much dust as i can from CPU heatsink (no compressed air to hand) It seems that my cpu at idle temps is around 10 degrees (celcius) Cooler (now not under much load at around 33 degrees on each core)

Does this sound about right? or have i messed something up lol
