1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Storage servers
2) What's your budget? Are tax and shipping included?
No budget, but needs to make sense
3) Which country do you live in? If the U.S, please tell us the state and city if possible.

EU
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
/
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
/
6) Will you be overclocking?
/
7) What is the max resolution of your monitor? What size is it?
/
8) When do you plan on building/buying the PC?
ASAP
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
PERC, 3.5" drive support x8.
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?
Yes, Win Server 2012 and 2016 licenses available

I was looking at R530 or R730 with 2620 V4 processor. Dell 4TB HDD's (x8) or WD Gold 6TB (x8) as they are the same price. With a PERC 730 controller and 16GB of ram.
Any suggestions? Should I go for WD or Dell?

I suppose the better question is what are you trying to do with this server and what are your priorities with it? lso how mission critical is your data? If you are trying to run a big database server it needs to be setup different than a pure file storage server depending on your speed requirements from the disks. In general it would probably be better to setup the os on a ssd, maybe maybe a raid 0 redundant setup. You could then setup your 8 disk array with raid 10, but you would effectively loose half of it to the backup part. I am not sure about your costs but the 10tb golds are 539$ usd vs 340$ for the 6's, so while not a better cost /GB, you could cram a lot more density into the 8 drives.

File storage, no database. I have different servers for that.
I wanted to go for the WD golds, but lot's of features won't work without Dell drives. And like this I also have full warranty on the PERC, drives and server. Otherwise they will instantly say: It's because the drives are not Dell.
