New CPU and no video

I put in a 3.0ghz Prescott in a p4p800-e and i get no video. I put in my 2.8 ghz prescott and I get video. Could the cpu be bad? The cpu is brand new.
 
was going to try and flash the BIOS. Is there anyway to flash the BIOS without a floppy? I dont seem to have a floppy disk in this house :(.

Yeah, you could create a DOS-bootable CD with the updated BIOS and flash program on it. A CD-burning program like Nero can do that pretty easily.
