New computer wont Power up

I just put together a new computer with an Abit IC7-G and it wont power on. Below are the list of possible problems I have identified and tried to solve:

Faulty Power Switch
I made sure my power switch connector was on the right pins and it still didn't work. I tried using the reset switch as a power switch in case my power switch happened to be broken - still didnt work.

Faulty PSU
I noticed that the red LED on my motherboard that was supposed to illuminate if the motherboard was recieving power was not on. I hooked up a powersupply from my working computer which yielded the following results:

When plugging it in all the fans of the new computer would start to spin up for a second, and then go off. It seemed to only work when the 20pin m/b connector was only partially in. I tried to get the fans to stay on longer but they wouldn't. When i plugged the m/b power cable and the p4 cable in and tried to power up the computer, nothing happend.

The problem could still be a faulty PSU, but that would also mean there is another problem in addition because even with a working PSU, the computer wouldnt power up.

Speaks for itself, tried different outlets, etc. Still doesnt work.

None of my tests really conclude anything. All of those things could still be part of the problem. I am hoping that I dont have a faulty motherboard because that would be a pain in the ass. Also I dont know how to check if I do.

Is there anything special I am missing for the IC7-G? anyother voodoo tricks I can try?

Check that the heatsink fan is plugged into the correct header.
If you have auto-shutdown due to heatsink fan failure and you plugged it into the wrong header then.......

Take the mobo out of the case and see if it will boot when on a non-conductive surface.
Dont use an anti-static bag.
If there is a short in the case it could again be causeing an auto-shutdown.

Are you at minimum spec.
No drives, only a vid card, one stick of ram.

Just a couple of idea's.
