Edit: Yesterday I made a quick post, and as always a quick post gets quick and uninformative answers which is understandable. I should have taken more time to explain the build and I apologize for that. I am building this for someone who is a highly skilled artist/illustrator, and will be using the machine mainly for illustration (2d), movies, tv shows, and Photoshop. I would go ahead and assume other related drawing/editing programs will be used as well. I know the system is going to be reliant on a good cpu (intel), but I am also curious if AMD would even be worth it for the extra cores. I assume the answer is no, but that is exactly why I am asking, because I am unsure. With that being said I want to list a few questions that may even help me with building it myself, but I would love if you all could help me with some sample builds.
How good of a CPU would be needed?
Will I be able to skimp on the GPU for more cpu/ram power, or will a GPU make a big of an impact using these programs?
How much ram should I go for? I know for a typical gaming build 4+gb does the trick. Would you suggest 16gb for a machine like this? That is what they want, but I want to make sure that is what they need. If not I will simply let them know we will be saving some money.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
Include: CPU, Mobo, GPU, HDD, SSD (optional), RAM, Monitor, PSU, Case, and peripherals
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model. I potentially could use a Radeon 6850 if you fill like that would be more than enough
6) Will you be overclocking? No
7) What is the max resolution of your monitor? What size is it? Will need a monitor preferably ~23inch 1920x1080
8) When do you plan on building/buying the PC? Before the first of January
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
Would prefer USB 3.0 and Sata 6gb/s
10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit? Not yet. Include in price
I have gone ahead and made some changes above, due to the first response I received. The parts will change slightly in a month or two, but I am not interested in price as much as I am with the actual build needs. Parts can always be tweaked here or there to get the price where you need it. With that being said, as soon as I get them some sample builds they will be buying. I apologize if that long date hindered anyone from answering.
My quick build:
CPU: I5 4670 or I3 4330 ($140-$200)
GPU: Reuse radeon 6850 or get something like a 650 ti / radeon 7770 (Free-$150)
MOBO: Blank
PSU: Probably stick with Corsair 430cxm
Ram: Blank
HDD: Basic Sata HDD, ssd probably will not fit into budget.
