So, my company is building a new building ( 10 op dental office ). We are at the drafting stage. I had the thought that there may be some type of power conditioner available to tone down the spikes and dips naturally present in the power from the grid.

Is this even a real consideration? I suspect that in this building, the weirdness I get from the computers and network in general is due to funky power, but I have no way to test it.

Clean power is a wise consideration. But the expense side of it has to be analyzed with respect to the businesses financial situation.

Either use UPS for every computer, or purchase one large UPS (APC Symmetra) and have dedicated circuits run to each location.
