1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc

- Web development
- Some light photo editing and Illustrator work
- The usual movies/browsing/chatting/etc...


2) What's your budget? Are tax and shipping included?
Budget isn't set in stone but lets try and keep it under $800?


3) Which country do you live in? If the U.S, please tell us the state and city if possible.

What applications in particular will you be running?
Would you also be running local IIS/Apache instances and/or VM's on this machine?

Edit: Since this is a dev machine, would there be any (near?) future interest in a second monitor?
 
Did dual 22" monitors and I prefer working on my 27" for now. No real need for dual monitors.

WAMP stack and VMs for cross "browser" testing and my IDE changes depending on the language but it's usually PHP Storm or Sublime Text, neither of which is pretty heavy. But I don't restart my machine a lot and run a lot of stuff at once so I was thinking 16GB of RAM is reasonable?
 
16 GB of RAM should be plenty for VMs, the OS, and the dev tools. In fact, 8 GB could be enough -- it just depends on the VMs themselves. But 16 GB is a safe number.

I would recommend getting a SSD for your OS and dev tools, and either a SSD or a fast mechanical drive (or two) to run your VMs from. For local dev/testing with VMs, having a separate disk (or disk array) to run the VMs from is a huge performance boost and reduces the time between local debug and simulated remote testing.

I'll defer any hardware recommendations to the more experienced members frequenting this forum.
