New Build - PSU Problem?

Well I've got my first rig built and running. I've done no over clocking. I've been having problems occasionally starting games. My screen would go blank and my pc would freeze. I noticed that my PSU fan was only at 900RPM. Is that a normal speed? I also noticed that my voltage regulator current on my GPU (according to RivaTuner) was fluctuating while playing BF2. Is it supposed to stay constant?

I've run memtest with no errors and my CPU temps are fine. My GPU idles at around 51C and load is 65 - 70 with no OC.
