So, I installed a new power supply and h60 cooler last night. Booted into windows and ran intel burn test and my temps seemed good. Rebooted, overclockers to 4.5 and rebooted. Didn't get into windows got a fatal exception instead. Rebooted and nothing. Black screen. Reset CMOS and set bios back to stock. No boot. Changed back to stock cooler, got high temps and shut down.

Not sure where to go from here...

Seasonic modular 650w psu

How long before the system shuts down when you power it on? If it's fairly quick try disconnecting all of the drives, etc and leaving the screen in the BIOS to see if you have issues there. If so, then try swapping out the RAM. If you still have issues then you have a CPU or MB issue left.

System ran fine yesterday before the new cooler and psu install. Thougt it weird that it booted fine first time and ran cool. Got a new tube of thermal compound today and am going to try and reseat the cooler after work tonight.

well, applyed new paste, reseated cooler. all seems fine. first build in a long long time, so im glad i didnt do anything costly :)
