New Build Not Working

I got all the parts in the mail today and threw them all together with much excitement and glee. When I plugged it in and turned it on however, nothing came up on the monitor. I tried reseating the graphics card and made sure everything is connected properly. Still nothing.

The card's fan will jump an instant at boot but then turn off. Two red LEDs are brightly lit on top of the card, I've looked up what these mean but it has given me no real answers. After reading other people having trouble with the same card I thought it was busted so I borrowed a 6200LE from my friend. This time the fan spins but still no video. I tried it on two different monitors.

This case has no system speaker so I tried hooking it up to the one in my other case but I don't hear any beeps to indicate a problem.

I tried ejecting the cd drive but nothing happened. I tried again with a different cd drive with the same result. No power getting to it?

I'm very frustrated. I have no idea what the problem is at this point. Could it be a bad motherboard? Would that keep the fan from spinning on one video card but not another? A bad PSU? Everything other than the cd rom seems to be getting ample power. Maybe the card and the mobo are bad? Should I just light it on fire and throw it at the UPS truck?

Any help would be appreciated. My next step is to attempt to switch out the PSU and see what that does.
 
Yeah, try to find another PSU to test. Sounds like you might have a bad unit. That or the motherboard itself. The non-ejecting optical drive makes me think PSU... but everything else points to motherboard. Re-seat your processor, just in case, unlikely as that is.
 
Are you doing this all outside of the case on your mobo box? If not, follow the instructions for system not POSTing, listed in the Basic Troubleshooting Guide sticky. Remove the case speaker from your other case and use it on this mobo for now -- make sure it works, though, lol. Reseat everything, use only one stick of RAM, and report the beeps.

usually red lights means no power.. id check to make sure all the pci-e plugs are connected.. check make sure everything on the board is connected.. if need be just throw another psu in there and check that.. or to test the psu you have now, use the paperclip trick to make it turn on.. you could also try throwing the 4850 in another system.. test it that way.. its all down to single item trouble shooting now.. pain in the ass but its the easiest way to pin point the issue..
 
...or it could be grounding out, as enginurd suggests. I'm an idiot for not mentioning that. Try what he suggested.
