New build, no post, dead cpu?

I just received motherboard and gpu but have been having problems with getting the system to post.

When I try to boot the system, all the fans and GPU, HDD etc start but I get no display at all and after a few seconds it just reboots and continues to until I turn the power off.

I do not hear any beeps at all, so I got no indicators as to whats wrong.

I have swapped between 3 gpus just to make sure that wasn't the problem, tried all 4 sticks RAM in every configuration I could think of and have had no luck.

I tried then tried my CPU in my old mobo and the same problem continued, ie everything starts but no display or post though once in about 50 tries it actually started up but then after rebooting it continued.

Would this indicate a fault CPU? I think I possibly could have damaged it when mounting the HSF. Or could this problem still possibly be with my new mobo?N
