New build gone bad

Today i put together my *new* 939 build, only to find that it wont boot. My first couple tries, the cpu fan would spin about 1/8th rotation, and then nothing. i tried reseatting cpu, and all ram slots, and now i get nothing.

asrock dual sata *fresh from newegg
crucial ballistix 2x512 pc3200 *fresh from newegg
3000 venice *bought on the forums here, from someone with a lot of heat
allied 400watt psu *yea, from an old build, and i have reasons to suspect it is dying.


so i am thinking its the psu, but am i witnessing signs of a dying psu? please tell me yes, because RMA's are a pain
 
One of the reasons I haven't done reviews of really, really low end PSU's is because they won't even power on if there's too much initial load on them.

Deer, Codegen, etc. I've started up the load tester with as little as a 100W load on them and the fans will just twitch. I pretty much have to ramp up from nothing. I could do this for every crap power supply test I do, but that would be time consuming and really proves nothing since a power supply should be able to supply a spontanious 300W load at a moment's notice.

As for your problem, disconnect everything so all you have is the motherboard, CPU and power supply. No drives, cards, RAM, fans (except CPU, etc.) try it. Does it power up now?

If not, pull the motherboard out of the case and try it because you may be shorting something out somewhere.

If it STILL doesn't work, get another power supply. If for any other reason because you're going to need a better power supply any way.

But DO NOT put the motherboard in the case yet. Bench test it first. I ALWAYS bench test my parts before going into final assembly (unless I'm doing five at a time) because if something doesn't work I'm only going to end up tearing it back down any ways.
 
well, im off to get a new psu today, and i just remembered something. the last rig that i built with that psu, it worked great, and then i installed a dvd-burner, and i got the same results. for the sake of simplicity, i wont go further into that, but this is for sure looking like a psu issue.

as for building outside of the case, i did this first, and then tried inside the case. i know this sounds backwards, but you get a desparate feeling when you get nothing on first boot-up :p

Gotta second that. JonnyGURU's site helped me realize that a Sparkle FSP model PSU would be just dandy for the new build I'm doing of my girlfriend's (non-OCed) compy. Uber thorough with no BS. :)
