Hey guys I need helping building a new setup for a friend as a gift.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Mainly surfing the web, but would like something that would be able to handle mid-tier level gaming.

2) What's your budget? Are tax and shipping included?

There really isnt a budget, id just like to try to keep it as cheap as possible.

3) Which country do you live in? If the U.S, please tell us the state and city if possible.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
CPU, Mobo, Case, PSU, HDD, Moniter, GPU, Keyboard/mouse.

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.

Need one, thinking of a nice 21" or even 19"

Planning next month.

Additional Comments:
I was looking into the AMD apu but unfortunately i don't know much AMD CPU/APU/Mobo. Again this will mostly be used for web browsing but would like the option on there to run games at a decent level.
 
Not going to give specific advice, but I would go for the nicest screen you can get for that budget (cheap 24" with IPS panel). I have noticed people always get amazed by the screen you give them a thousand times more than the actual computer. Maybe build it as a system that is not amazing for gaming but expandable and let him throw in a GPU later. I also try to always include an SSD in every system I give to people, almost not usefull for gaming, but everything else is much faster and feels snappier.
