New AMD Clocking Tool

It works. o_O However, I'm slightly scared to use it because GPU-Z's second sensor was reading a temperature of 99 C when I overclocked my core to 850 and my memory to 1200. I should go download ATI Tool to test for artifacting, I suppose.
 
I'm sitting at 825/1100 right now... Works totally fine. I gained over 10fps in Oblivion from stock... A 16% improvement.

It's because this disables CCC Overdrive and custom fan profiles. So your fan is back to being at 10-20% when you have that installed.
