Network Card not recognized on 1st boot

This problem started out of nowhere.
Upon a 1st boot of Win10, the onboard network card is not recognized. Once I "restart" the computer, it is recognized and works as expected. After trying to figure this out, I found out that if I leave my monitor turned off during the initial boot and then turn it on 10 seconds later, the network card has been recognized. This is repeatable.

The monitor is currently connected to the MB's DVI connector. I've tried using the Analog and HDMI connections and only once or twice did it work properly while using the Analog connection. I've updated the network drivers and just about everything else I can think of. It appears that the electrical draw from the monitor negates the network drivers being installed.

I have not tested it with an add-on network or video card yet. That's about all I can think of. Is there possible a way to change the order in how the drivers are loaded during a boot?
 
Sounds like it might be a grounding issue. Those are hard as heck to track down.
