Every review I have read says the neopower is very stable yet the 12v rails both have lower readings than everyone likes to see, maybe around 11.8v. I'm just wondering what is bad about lower volages, if anything, as long as it stays stable without much fluctuation. I don't really have enough money to buy a $230 power supply and I liked the stability of this one, I am just curious as to what issue that could cause, having lower voltage readings.
 
11.8 is well within spec and Antec is known for being a bit conservative when it comes to the baseline voltage
basically from that baseline you might experienxce upto a 5% fluctuation (actually 3% with the True Power series which the Neopower is the latest example of)
which would be well within what is allowed (shy of both the 5% and further limited by the 3%)

the overall objective is to avoid voltages outside the spec under a dynamic load
the transient resonse for a supply generally reads something like all the main rails will return to within 5% inside of 1ms for a 20% load change (where 5% is the specification of the load regulation, in your case 3%)

exceeding the allowed spec of 5% upwards is what is called an overshoot and depending on how far its exceeded will fry components, just being consistently high it will increase electromigration

the advantages of a higher baseline (that doesnt blow out the tiop end) are for overclocking
the CPU or Memory, the advantage of a supply that maintains a higher load regulation is you can adjust the pots up without blowing out the top end

Basic Spec compliance of 5% is
+12V....11.4V to 12.6V
+5V......4.75V to 5.25V
+3.3V...3.135V to 3.465V

I don't know much about power supplies, but to me that looks like a huge margin of what is acceptable. Also, I didn't understand most of that... kind of over my head, but basically if I want solid overclocks then I want something with some overhead on the 12 volt rail(s) so if the strain causes it to drop I will still be somewhere around a comfortable 12v. Does this also lead me to beleive that this would be a good power supply if I do not intend to overclock, or if I do then it would not be a very good choice?
