Hi İ just wanted to know what it does and if i should put it on clamp or allow. Although İ did some searches on the net the sites were waaay too complicated.

İ have one other question and that is what conformant texture clamp is and if
i should put it on or off

Do you notice textures 'shimmering' when you move?
If so, then set Negative LOD bias to 'clamp', if not, set it to 'allow'.

Long explanation from 67.02's release notes
Applications sometimes use negative LOD bias to sharpen texture filtering. This sharpens the stationary image but introduces aliasing when the scene is in motion. Because anisotropic filtering provices texture sharpening without unwanted aliasing, it is desireable to clamp LOD bias when anisotropic filtering is enabled.
