Is there a way to test case fans outside of the PC? I have looked are using a modified ATX power supply turning it into a lab power supply and using a fanbus with it, but is there an easier, but cost effective way?

A 12V battery that'll deliver at least 500mA will cover a pretty broad area. Panaflos, for example, are 12V 270mA fans, so the above setup would power it handily.

I use a regular power supply, with the paper clip trick. I have a couple of old PSUs sitting around that do the job fine.

Green and black right? Do you grasp the paperclip with your hand or pliers? I had read about it, but was not sure how to plug in the powersupply.

Fingers are just fine. The voltage on the green wire is 5 volts at very little current.
