Need to enable network repair button while logged on domain

The repair button in network connections (status) is disabled when im logged on a domain. we need to figure out how to enable it for people but we are stumped. Anyone know how (of if you even can) enabling it?

Gives me the popup when trying to access network connection (#) properties:

Some of the controls on this property sheet are disabled because you do not have sufficient priviliges to access or change them

people do have access but its still not enabled.
