Ok, ive looked through the posts, looked at the sticky on the all the links but im still lost!! This would be my first water cooling system so im pretty much a virgin, ive only seen one system in person! What i need is a water cooling system that will work on the pentium 4's (high ghz) and that will work with a ati video card as well, i want something quiet but effective?? Can you help me there is just so many choices and i dont know what to go with? I am not afraid to mod my case either.
 
What you need to do (if you haven't already) is spend a few days looking through the watercooling gallery, seeing how other people set up their systems.

After you have a good idea how these things are arranged, you get to choose your components. There are plenty of Intel waterblocks, and getting a waterblock for your GPU is not a problem. You just need to make sure your pump is up to the job, and you can eliminate the waste heat efficiently. Everything else is just details.

Here are brands people usually go with (there are more, of course):

Pump: Danner Mag 3 / 5; Eheim 1048 / 1250; Hydor L30.

WB manufacturers (many also do GPU blocks): Danger Den; D-Tek Customs; Swiftech

Radiator/Heatercore: Black Ice Xtreme (expensive and pretty); automotive heatercore (cheap and efficient)

Tubing: Clearflex; Tygon; or generic from the local hardware store

Reservoir / T-line: Res is best done yourself; T-lines are small and good for systems that are on the move, LAN parties.

Odds and ends: Water Wetter; UV dye or other coloration

Most important part, though, is patience.
