Need some advice on video editing hardware

OK my current rig is in my sig. I need your help to decide whats gonna be the better upgrade. Should I get the 9800pro and will that help with video quality when I record from my tv tuner? My current sound is adequate enought to last me for a while. And also when using the tv tuner, when I minimize it then maximize the window it takes quite a few seconds to display. Is the video card causing this? I have like 30 minutes from now to decide to get my order into newegg for possible delivery for tommorow. PLEASE HELP!!

P.S Some recomendations on good editing software is welcome also.
 
Depends on the size and quality of the video's you'll be encoding. My current rig will play the T3 promo Hi definition from the MS site with around 50% cpu usage.

If you are to be working with uncompressed AVIs, or large bitrate videos, a simple RAID 0 setup may be of interest, I've got a highpoint card and you can set 2MB stripes which I believe is quite large.

Video card is a key component no doubt, what rez video are we talking about?

I'd suggest Adobe Premiere, just on the strength of how versatile their photoshop programs are. A simple editing tool that anyone can use can be found in most windows OSes 2000 and after, Windows movie maker.
