I had an Arctic Cooling Freezer 7 Pro back when I had an Athlon X2 4600+ and it was pretty quiet + not as big as my Tuniq Tower. It cooled well and it used a 92mm fan. If your mobo has fan control, it'll stay quiet when you're not doing anything cpu intensive. $26.99 @ newegg.
Just remember to remove the existing thermal paste and replace it with Arctic Silver or Tuniq Tx-2 thermal paste...especially since you're using a P4.
