what PSU should i get for a:

3.2ghz Pressy
Abit - AS8
PC3200 OCZ EL 2x512mb
2 HD
1 DVD-RW
1 AGP 3 PCI

anytime i try to overclock with my 430W Antec Truepower my vcore never matchs what i put in, say i put 1.5125 in my bios it only comes out as like 1.45 and my 12+ rail is constantly dropping below 11.. but my DDRV matchs pretty well when i change it..
 
That's probably not the power supply's fault. The power supply doesn't give the CPU 1.5125 volts directly; it is converted by power circuitry on the motherboard. As for the 12 volt rail, it might be suspect, it might not. You need a multimeter or voltmeter to be sure. Anyways, the ATX12V spec allows for a 5% error from the rated voltage. That means that anywhere between 11.4 and 12.6 volts is okay.
 
as xonik mentioned its often not the PSU
but I always recommend the PCP&C 510 Tutrbo Cools for really serious overclocking (get the express)

when it comes to overclocking
which is unusually sensitive to voltage fluctuations as you press into the higher and higher overclocks there are the follwing points to consider

1st ESD & Electromigration Rant
you have to have both the luck of the draw, due diligence in ESD precautions, and a sufficiant thermal solution

2nd you need to supply power that is as stable as possible to the mobo's VRM (Voltage Regulation Modual), and if your serious about it, you pony up the $$$ for a PCP&C turbo Cool (Transient Response\Output Regulation of 1%, DM PARD (Differential Mode Periodic and Random Deviation) otherwise known as AC Ripple at 10mV for the main rails, and plenty of juice on the +12V rail)

3rd IMO one of the main reasons one mobo is able to OC better than another, often comes down to its VRM scheme,
overclocking is both an art, and a lottery
