need program to make measured templates

I have a piece of pipe i need to cut a template around. There will be multiple sizes. It's a pretty simple design...just wavy lines. I was looking for a program where I can make the line a certain length and the waves a certain peak height.

like this, but I need to be able to measure it in inches so I can print it out and it be manipulatable for different size pipe. Any ideas would be very appreciated.

Well, I assume you mean free, and I think I understand your request but I'm not completely sure. How about something like Inkscape?

Sort of a CorelDraw / Illustrator type vector illustration program, and open source. You can drag guidelines out from the ruler and use those to limit the height of your waves and the length of your line, etc.

Thanks for the input...I think I can actually manage to get it in Illustrator. I don't really know adobe programs, but I think it's fairly straight forward to do something like what I'm looking for.
